How To Play
Each turn you play a policy card and follow the rules on the policy card top to bottom.
Unless you draw a Department
Departments change the rules and add red tape to other players. Once a Department is drawn, your turn stops, and players have to bid to take control of it.
Bidding
To bid, everyone puts cards facedown, and the player with the most Senators wins the bid.
Winning
As Departments add more and more red tape, it’s harder to play Policy cards. You win the game when nobody else can play a single Policy card, except you!
